Update! Had a friend who works in Network Ops at another major carrier confirm my analysis. So AT&T it just being stubborn about fixing this.
You can confirm the continued existence of the problem yourself by using NTT's traceroute server out of LA, CA - US and chosing an address in the /21 block described below.
Routing problem/infinite loop in swbell/AT&T network at NTT; for me, I encounter this between Dreamhost and AT&T Network block 108.93.168/21 (i.e, 108.93.168.0-108.93.175.255) [apx 2000 addresses]. Routing loop starts 7 hops out from Dreamhost, right after Tier-1 ntt.net traffic enters swbell.net:
